RLS REPRESENTS INCREASED RISK/LOSS POTENTIAL DUE TO LACK OF EMERGENCY RESPONSE CAPABILITY TO PERFORM RESCUE AND SUFFICIENT MITIGATION TACTICS SIMULTANEOUSLY. OBJECTIVES MAY NOT BE SUCCESSFUL DURING SITUATIONS WHERE SIMULTANEOUS RESCUE AND FIREFIGHTING ACTIVITIES ARE REQUIRED.
